What is QSF?

• It is a court-supervised fund to distribute money from the sale of Citgo assets, a company linked to PDVSA, among the victims of the strike.
• It aims to help thousands of affected people worldwide, including those in Venezuela, the United States, Colombia, Spain, and other countries.
• The fund will ensure that everyone receives a fair share, without those who claim first exhausting the available money.

What happened during the 2002–2003 strike?

The strike halted almost all oil production in Venezuela, causing mass layoffs (around 18,000–19,000 workers), fuel shortages, health problems, and forced migration. If you were affected, you have the right to compensation.

How will the Fund work?

1. First step (coming soon): The court will decide whether to approve the fund.
2. Notification (within 90 days): We will inform you how to file your claim, using notices in Spanish and English through organizations, consulates, social media (such as X), and a website.
3. Claims: You can submit a simple application, with a document (Power of Attorney, Notarized, awaiting instructions via email) confirming your damage (for example, job loss or health problems).
4. Distribution: The money will be fairly divided among all approved claimants, with a process to review claims over 10 years if late damages arise (such as health problems).

Why is this fund important?

This plan seeks justice for victims worldwide, ensuring that no one is left without compensation due to the limited amount of money available. We are asking the court to form a special group (commission) to plan how the fund will operate fairly.
